Understanding Empire Procure Connect (EPC) Membership
Having attended several recent conferences, one of the most frequently asked questions is whether a local government can participate in EPC if its county is not part of the Empire State Procurement Alliance or otherwise participating in EPC. The answer is yes. All contracts hosted on the EPC site are competitively bid by county governments. Under General Municipal Law §103(3), these counties have the authority to extend their contracts to other local governments across New York State, provided that cooperative (“piggybacking”) language is included in the original solicitation. As a result, any local government in New York State may use EPC contracts, regardless of location.

Using the IT Hardware and Software Contracts on EPC
Chemung County has awarded multiple contracts under this solicitation based on a single award per manufacturer.
For each order, you do not need to seek bids from every contractor on the multiple-award list. The competition occurred during the initial solicitation and contract award process.
Your selection is based on the manufacturer’s brand, and you place the order with the single contractor awarded the contract for that manufacturer’s products.

How to Place an Order:

Identify manufacturer

Locate the awarded vendor

Contact a vendor for pricing based on the information contained in the document labeled: RFB-2706 Network Hardware Software by Manufacturer Bid tab FINAL FOR DISTRIBUTION.

On your purchase order be sure to identify the Empire Procure Connect Contract number as well as the Chemung County RFB number.

Keep a record of the required documentation for auditing purposes.
