Cooperative purchasing goes beyond a single entity piggybacking on an existing contract. By making a well-sourced contract available through EPC, public entities can combine purchasing opportunities, reduce duplicated solicitation efforts, improve access to competitively awarded contracts, and help increase vendor participation and contract use. This collaborative approach creates greater value for participating entities, vendors, and the public than an individual piggyback purchase alone.
Now you can help expand EPC! If you have a competitively sourced contract and the original solicitation included piggybacking language, it may be eligible to be added to EPC. Sharing your contract through EPC can make it available to other eligible public entities, expand cooperative purchasing opportunities, and may provide your organization with an opportunity to receive revenue from resulting sales, subject to the applicable agreement and program terms. Contact the EPC team to learn more about the review and submission process.

Empire Procure Connect isn’t just a procurement platform. It’s your easy path to fast, compliant procurement options.
EPC helps support compliance by reviewing submitted contracts to make sure key details are in place, including clear cooperative purchasing or piggyback language, an active contract term, and documentation showing the authority for use. This review helps keep contract information current and makes it easier for eligible public entities to use EPC contracts with confidence.
EPC offers fast and easy options to meet your organization’s needs. No need to run your own procurement – the lead entity has done that hard work for you! No need to do a secondary mini-bid – EPC contracts are single award! Just find a contract on EPC that meets your needs and use the EPC Marketplace or reach out directly to the supplier. Make sure to tell the supplier you want to purchase through the EPC contract and include the EPC contract number on your PO/invoice. What could be better than a fast, easy, compliant procurement option?
